Modi rolled out his vision 2022 as part of his election manifesto on 29 Sep 2013, in Delhi.
He called it the "Rainbow Power" of India that had to form the base of most development related initiatives which would lead India to become a SMART country by the year 2022 - the 75th year or the Amrut Mahotsav of Indian independence.
The focus areas were
- knowledge
- democracy
- natural resources
- agriculture
- women empowerment
- youth power and
- India's cultural heritage.
Any programs in these areas would have the following SMART criteria:
- Specific
- Measurable
- Assignable
- Realistic and
- Time-bound
- Housing for all - 2 crore houses in Urban areas and 4 crore houses in Rural areas.
- Basic facility of 24x7 power, clean drinking water, a toilet and road connectivity.
- At least one member has access to means for livelihood.
- Substantial reduction in poverty.
- Electrification of the remaining 20,000 villages including off-grid Solar Power- by 2020.
- Connecting each of the 1,78,000 un-connected habitation.
- Providing medical services in each village and city.
- Targeting 100 per cent literacy, the government will upgrade over 80,000 secondary schools and add 75,000 junior/middle, to the senior secondary level.
- Ensure a Senior Secondary School within 5 km reach of every child, while improving
quality of education and learning outcomes.
- To strengthen rural economy - increase irrigated area, improve the efficiency of existing
irrigation systems, and ensure value addition and reasonable price for farm produce.
- Ensure communication connectivity to all villages.
- To make India, the manufacturing hub of the World through Skill India and the Make
in India Programs.
- Encourage and grow the spirit of entrepreneurship - to turn youth into job creators.
- Development of Eastern and North Eastern regions on par with the rest of the country
The government has aligned existing schemes or created new schemes to address these issues to help develop rural India:
1. Agriculture and Farmer Welfare:
- Pradhan Manthri Krishi Sinchai Yojana (existing)
- Long Term Irrigation Fund from NABARD (to be created)
- Program for sustainable management of ground water resources (to be created)
- production of organic manure under MGNREGA (to be created)
- Soil Health card scheme (existing)
- National project on Soil Health and Fertility (existing)

- Organic Value Chain Development in North East region (new)
